GOAL: Change voter behavior; Persuade our target voters to vote for Democrats up and down the ballot.
OBJECTIVES: To fight for lower costs and against chaos and corruption.
TARGET VOTERS: Low-participation Democrats, Independents, and moderate Republicans.
