AZ Flat Tax Proposal

Sen Paula Aboud made a wonderful presentation to the SaddleBrooke Democratic Club Tuesday, Dec 13th.

She talked to a full house about the proposed Flat Tax, introduced by Rep Steve Court to the AZ Legislature in 2011, and discussed how it was defeated, only to expect it will rise again in 2012.  Defeat in 2011 was attributed to the Realtors’ Lobby and the Military Lobby which recognized that excluding exemptions for mortgage interest and military income would hurt their groups and their clients.

She stated that she expects it will be brought back in 2012, with those exceptions in place, to “buy off” those interest groups, and the families making less than $100,000 per year will have their taxes rise significantly.

From the Arizona Dept of Revenue, the below graph shows how taxes for every 8 people will rise, while 1 person, the one of 9 making more than $100,000 per year, will have their taxes decline.

In addition to raising taxes on 89% of Arizonans, the Flat Tax would be revenue neutral for the State.  In other words, Arizona would not raise any additional revenue through this maneuver, only shift the revenue burden to the lower income families.
